Abstract
Extends previous utility models, reflecting the effects of personnel programs on 1 cohort of employees, by incorporating the flow of the employees into and out of the workforce as a variable affecting personnel program utility. An augmented utility definition is proposed, the algebraic utility model is reformulated, and empirical examples are presented demonstrating that program utility may be greater than previously reported.
