The Myth of the Indigenous Community Leader

Abstract

This article presents a detailed description of managerial leadership failure within “War-On-Poverty” Centers. To overcome leadership “pitfalls,” a task-force organization structure is proposed to deal with urban-problem complexities, and to capitalize on unique but selective strengths of Negro managers.
