Abstract
The article discusses a study pertaining to managerial strategies in municipal government organizations. The findings indicate that there are multiple internal and external strategy approaches used by managers. The study results suggest that the internal and external actions of public managers are interrelated. Experts say public managers are influenced by multiple parties including federal and state governments, constituents, and clients. The overall strategy of public managers is comprised of contingency elements. The management patterns appear to be based on a risk-averse approach.
